Chief Officer Action After Collision in Singapore Strait

The Singapore Strait is one of the busiest and most navigationally demanding waterways in the world — heavy traffic density, strong tidal streams, numerous fishing boats, and narrow separation zones make it a high-risk area for collision. For any Chief Mate candidate, "action after collision" is one of the most frequently asked questions in both Phase 1 (Navigation & Stability) and Phase 2 (Orals). Below is a complete, examiner-ready sequence of actions a Chief Officer must take.
As Chief Officer, priorities are always in this order: safety of life, containment of damage and prevention of loss of the ship, prevention of pollution, and preservation of evidence — while supporting the Master throughout.
Part A — Immediate Response (First Few Minutes)
1. Alarm & Muster
- Sound the general emergency alarm (if not already sounded)
- All crew to muster at their stations as per the muster list
- Carry out a head count and check for casualties; arrange first aid or medical care as needed
2. Bridge & Engine Room Coordination
- Ensure Master is on the bridge and informed
- Engine Room informed — stop or manoeuvre engines strictly as per Master's orders
- If the vessels are still interlocked, do not attempt to separate immediately — this can trigger fire, explosion, uncontrolled flooding, or capsize on either vessel. Wait for the Master's assessment and instruction.
- Display Not Under Command (NUC) lights/shapes, if required and as appropriate to the vessel's actual condition, and switch on deck lighting
3. Immediate Data Capture
- Note the exact time, position (GPS), heading, and speed at the moment of collision
- Note weather, visibility, sea state, and traffic density at the time
- Save the VDR data manually without delay — the capsule overwrites in 12 hours on older VDRs, or 48 hours on VDRs compliant with MSC.333(90) installed after 2014. This is one of the most time-critical actions on the entire checklist.
Part B — Damage Control & Damage Stability Assessment

This is the technical core of the Chief Officer's role, and the area examiners probe most closely.
1. Determine the Extent of Damage
- Identify the compartment(s) breached
- Sound all tanks, holds, voids, ballast, fuel, and freshwater spaces — Engine Room to sound ER tanks and confirm machinery space status (wet/dry)
- Determine the rate of flooding, and whether it is above or below the waterline
- Check for progressive flooding into adjacent compartments through damaged bulkheads, pipes, ducts, or openings
- Close all watertight and fire doors
2. Assess the Ship's Present Condition
- Measure draft forward and aft, list, and trim — compare against pre-collision values
- Check whether freeboard remains adequate
- Check for pollution — if oil or cargo leakage is confirmed, switch Engine Room sea suctions to low suction and prepare spill response under SOPEP
- Assess fire risk, particularly critical on tankers and gas carriers
3. Use the Loading Computer — Do Not Ballast Blindly
- Enter the flooded compartment(s), floodwater density (normally seawater), and current cargo, ballast, and fuel condition
- Run the damage stability calculation
- Check compliance against the approved damage stability criteria (SOLAS Chapter II-1)
4. Evaluate the Stability Output
- Residual GM
- Heel angle and trim
- Righting ability (GZ curve, where available)
- Remaining reserve buoyancy
- Risk of capsize or progressive flooding
5. Corrective Action — Only After Verification
- If the vessel remains stable: continue monitoring, and carry out controlled ballast transfer only if approved by the Master and supported by the loading computer's stability calculation. Avoid creating excessive free surface effect.
- A critical point often missed by candidates: do not de-ballast or counter-ballast the opposite side simply because the vessel has developed a list. First verify the cause and the corrective effect through the loading computer. Uncontrolled ballasting can further reduce GM, increase hull stresses, or worsen the flooding situation.
- If stability is found to be unsafe: prepare for evacuation if required, request salvage or tug assistance, and consider beaching or towing — but only on the Master's or Company's decision.
6. Continuous Monitoring
- Repeat soundings regularly
- Monitor the rate of flooding, list, and trim
- Recalculate stability whenever conditions change
Part C — Communication & Coordination
- Master to broadcast Urgency (PAN PAN) or Distress (MAYDAY) as applicable on VHF Channel 16
- Contact VTIS Singapore — mandatory reporting within the Singapore Strait
- Exchange details with the other vessel: name, IMO number, flag, owners, P&I Club, damage/pollution status, and next port
- Maintain VHF contact with the other vessel throughout
- Inform the Company DPA and emergency response team
- Comply with Flag State and MPA Singapore (Port State) collision reporting requirements

Part D — Documentation & Evidence Preservation
- VDR — save manually before the recording is overwritten (12–48 hours depending on the installation date and model)
- Preserve ECDIS and radar tracks, GPS track, bridge movement book, and engine movement book
- Log all VHF communications
- Take photographs of the damage on both vessels, if possible
- Deck log and Official Log Book entries must be accurate, contemporaneous, and unaltered
- Note of Protest — the Master should note protest under oath, ideally within 24 hours of arrival at the next port, before a notary, magistrate, or consul, with a witness signature. This reserves the right to extend the protest once the full extent of damage is known.
- Master and Officer of the Watch to prepare individual written statements — factual only, with no assumptions
- Brief the crew: no statements to outsiders without the Master's permission
- Never admit liability or sign any documents without instruction from the Company or P&I Club
Part E — Decision Support to Master and Follow-up
- Continuously update the Master on damage and stability status
- Advise on whether to proceed to the next port, divert to a port of refuge, or beach the vessel — always the Master's or Company's decision
- Arrange for the P&I correspondent, Class surveyor, and Flag State to attend at the next port
- If abandonment becomes unavoidable, execute it strictly under the Master's orders
- Continue monitoring until the situation is fully stabilized








Closing Principle
Every corrective action taken by the Chief Officer — particularly any ballasting to correct list or trim — must be based strictly on the approved damage stability information and the loading computer's output, ensuring that no action reduces the vessel's residual stability or compromises structural integrity.
